The Unified Time Management System (SOE) equipment cabinet is designed to synchronize the time of the substation's digital equipment with the SOE. The cabinet can have various designs, depending on the saturation of the internal equipment, both mounted and floor-mounted, of standard overall dimensions.

The single time synchronization device is designed to generate and store a time scale synchronized by signals from global navigation satellite systems (GNSS) GLONASS/GPS with the national coordinated UTC(SU) time scale, as well as providing information about the current date and time.

RM receivers receive a timestamp from satellites (GLONASS, GPS, GLONASS + GPS) and issue NMEA messages and a 1PPS signal via the RS422 interface.
